There's no rule saying it's outlawed but I doubt anybody would want to try and seriously harm another fighter. Just like when they apply armbars or kneebars or heel hooks, they slap it on and they torque it slowly. They don't apply it and then try to snap it back with 1 quick maneuver in an effort to break it. It is a sport afterall. Besides, a piledriver would KILL somebody. You'd probably have to really beat the hell out of an opponent until he's groggy and dazed enough for you to execute a piledriver. But the ref would surely stop it.
They should just back their opponent against the fence and give them a Ric Flair Chop to the chest. Whooooooooooo! TFK

He did piledrive Nog. UFC rules prohibit "spiking" an opponent to the head or neck, although this usually refers to a classic bodyslam, which is head first.
