In in the end, the longer they wait the worse it gets for Thuman. This isn't like Canelo-Golov, where Thurman can wait for Spence to age... cause Thurman's the one who's gonna age quicker. "Like I said before", Thuman's a guy who relies on his affflecticism to win. Spence, more on skill. Spence's prime is still in its early stages, whereas Thurman might be near the end of his. This fight might be even MORE one sided in 2019. It's obvious at this point that Run Time isn't confident in beating Spence.
My guess is his waiting is not meant as a strategy for winning. It is probably just meant to postpone his major defeat so he can headline some more cards and maximize his time (money) on top.
Thurman's best chance to beat Spence was probably around 2014, when Thurman was entering his prime and Spence was still kinda green.
I think Neil nailed it. He wants to wait for Spence to start struggling to make weight before making the fight, ala Trinidad-De La Hoya. But Thurman will age faster as X pointed out. Not to his advantage to wait either.

With his inactivity, Thurman basically killed all of the momentum he built in his huge win vs Garcia. If that's really his schedule for 2018, we might as well ignore him unitll 2019 comes along. edit : Just read he had surgery following the Garcia win, so at least he has an valid excuse for his inactivity
