Im not necessarily saying he DUCKED guys, but he was more than content to fight the carcasses of formerly good welterweights and the flotsam and jetsam of the shitty division he was a champion in

And bear in mind, the only reaosn there had to be a rematch with Brown is because he got knocked dead the first time in a fight that was supposed to be yet another "Terrible Terry beats up a faded smaller fighter" match... That was an enormous upset because Brown was essentially washed up, not quite shot, but definitely considered done as a world-class guy... Credit to Norris for boxing beautifully to win the rematch, but again Brown was hardly imposing by that time (nor had he been the first time they fought)

Norris would have beaten Pea by a clear margin.

Norris was both a better fighter than DLH, and MUCH better suited to deal with Pea's style than DLH.

    Bullshit

That is preposterous, Oscar was very clearly a better fighter

Oh, Norris is better suited? based on what? WHO did he beat? what boxer within 100 miles of Whitaker did Norris beat?

Norris would have been knocked out by Quartey, Vargas, Trinidad. Clearly, he had problems with people who were bigger, stronger, could take a shot and had the ability to take him on. Lets face it, none of the above are Meldrick Taylor.

But that doesn't mean he couldn't have handled Mosley and Pea Whittaker, who like Taylor, were naturally smaller men than Norris

DLH is the superior fighter, but Norris still beats Pea 10/10 times

Not at 154 he wasn't. Oscar would have had a rough time with Norris. Also, Oscar's scorecards with Whitaker looked predetermined.
