No he has not agreed on testing all the way. Pacquiao agreed on testing up to 14 days before the fight.

I said that it was my opinion that Floyd was speaking the truth just like everyone elses' opinion on the topic. So if you want to break down what Floyd said we can. Floyd said that if Manny would have taken the test the fight would have already happened. He said that Manny is fighting his leftovers (Hatton, DLH, and Mosley). Floyd fought DLH at 154, Manny fought DLH at 147. People claimed that Floyd should not have fought Marquez at 147 cause he was too small. Guess what Manny is fighting Marquez at 147. Manny pays money to DLH and Bob Arum fact. So in my opinion these are facts that are coming from Floyds mouth. I'll Holla 5000

Marquez and Pac fought at 126 lbs. They're both practically the same size. Floyd is clearly bigger than Pac and Marquez.
It's weird. I still haven't seen a STR8 resonse to that question. reporter tells him Pacquaio AGREED to all the testing..why didn't PBF just say."no he hasn't" & then explain whay he has & hasn't agreed to? As far as I've read, Pac agreed to the 14 days which was PBF's original unprecedented stipulation, (after the fight was already agreed to), but because Pac hadn't agreed to it the first time, PBF deemed that consession too late, & changed the goalposts again from his intial, (after the fight was agreed to) unprecedented stipulation. I guess he looked back on his first attempt to clean up boxing & decided it didn't go far enough... Then I read from Arum that Manny has agreed to all tests & the testing is no longer an issue. Then I read people here saying that's B.S. Now when I hear it put to PBF quite directly, he responds indirectly. Can somebody present some kind of clear cut evidence as to what has/ hasn't been agreed to..?
Got to admit I was feeling a lot of what he said. I especially liked how he pretty much said a lot of the stuff that goes on on 24/7 is for show and or exaggerated which I believe.
Floyd needs to compromise a little where the pac tests are concerned. If Pac only wants until 2 weeks before the fight then Floyd should just say "sure..fuck it!". Yes PEDs would give Pac more stamina, agression and strength..but "this is a thinking man's game". Floyd will outthink Pac.

I understand that when they first fought they fought at 126lbs but that was 3yrs ago. 3yrs later they are fighting a 147lbs and that's where everyone was claiming that Floyd was too big to fight JMM at that weight class. Which JMM had no business fighting at in the first place. I guess what's good for the goose has got to be good for the gander.

Cmon...Marquez at 147 against Floyd was as fit and trim as Oscar was against Sturm. seeing that pac and JMM fought twice at lower weights the weight in this case doesn't matter. i think the fight weight is 144. Seeing that JMM has fought at 135 recently, 144 is more of an issue for Manny than JMM...with that said, I'd be SHOCKED if either had issues coming in under weight.
wow actually i feel like Floyd said nothing but truth there it is totally absurd to think Floyd would be "afraid" to fight pac... that is just a ridiculous thing to say now you have guys saying "he agreed to everything" i doubt it.. if so we'd have a fight but Pac wont agree
