As to your 2nd paragraph, holders of medical records need to be very careful about what they disclose and the default position of not disclosing anything makes sense.
Indeed, this smells rotten as hell, if Floyd wants to be the big clean savior of boxing, the men who cleans up the sport, then he should just drops these shenanigans and disclose his test results.
