You do have to factor in Pacquiao's size for the credit he gets as a welterweight. Just like you have to factor Roy's size in with his win over Ruiz. What other featherweight in history would you pick to beat all of Pacquiao's 140+ opponents? Let alone as impessively as Pacquiao did it. But let's say rating Pacquiao purely as a welter? He's not the same fighter now, but the Pacquiao that beat Cotto is legit. Let's not forget Cotto was just competitive against Floyd, before the fight people acted like he was some scrub. Cotto is a solid, skilled fighter, and Pacquiao made easy work of him.

He's been slipping for a while, his speed and killer instinct are pretty diminished compared to the guy that iced Hatton and walked through Cotto.
