The Chavez that fought Whitaker at 144 could definitely compete with Cotto. I don't see how anyone could say otherwise. Cotto wouldn't have accomplished much against Whitaker or Hoya at 147, either (and Chavez, shot to bits, actually did alright for a while in the DLH rematch)
