Yes, Robinson wound up at Middleweight dealing with 5'6 monsters like Carmen Basilio, who since he started out at 135 wasn't even a TRUE Middleweight!! Oscar De La Hoya was an awful welterweight... You know how I know??? He arguably lost to a 5'5 1/2 guy named Pernell Whitaker!! Wait, then again, Oscar turned pro at 130, so I guess he wasn't actually a TRUE welterweight!! I think it depends on the fighter moving up. Roy Jones for instance could be considered a true supermiddle in his first fight there. Pacman in his first superbantamweight fight despite jumping two weight classes. At welterweight not so much.
so, the only explanation then is that Pacquiao's success above 135 is down solely to the fact that he fought in a horrible era
