Absolutely. Keith Thurman turned down a 3 fight, $7 million deal. Both are with Haymon. Same with Peter Quillen vacating his title and giving up $1.4 million when the most he's made for a fight is around $200,000.
If, as Reed has alluded to, Haymon is more the manager than the promoter, we can only assume that these deals are more managerial than promotional in nature. They must in fact be almost entirely managerial, I can't imagine Jay Z knows jack shit about promoting a fight.
