Pacquiao is the greater and better fighter of the two without a shadow of a doubt. I agree with you on that. However...Pacquiao is 3-3 in his last 6 bouts, including a KTFO loss to an aging fighter. Wlad is undefeated in 11 years and has been in championship fights for the majority of that time. There is no way to justify placing Pacquiao ahead of Wlad at this particular point in time.
