WTF? According to news Mayweather had demanded a contract which says that if a fighter gets caught for PEDs or illegal treatment (such as diffusion) he can afterwards get a permit of exception. Usually you can get a license to use some illegal drugs if a doctor has warranted it, but I have never heard that you could get such permission afterwards
