Depends on what you measure of course, but being the near-undisputed heavyweight champ for eight years and unbeaten for eleven is pretty good an argument for getting inducted. If you criticize his style, that's understandable, but then we are indeed talking about a "popularity contest"

Michalczewski is on the ballot, and I actually think he deserves in. Virgil Hill is in, and DM battered Hill.
Neither were deserving even in a watered down HOF. If you want to argue Taylor over McGirt i don't think anybody would disagree, but it should have nothing to do with head to head results. That's a rabbit hole.
