I think Gavilan with his speed and creativity would be able to stay just a step ahead of Tito and win a close but clear decision.
There aren't too many welters that I think would outclass Tito, but Gavilan is one of them. I think Gavilan with his chopping bodywork and excellent subtle defence is perfect for crowding Tito, taking away that space and really punishing him up close. I can't even give Trinidad a decent puncher's chance, because he wasn't as good a puncher as Robinson, or as hard a hitting puncher as Lausse.
