It would, both loved to mix it up and both had high volume. I think Fenech's speed, workrate and pressure end up overwhelming Ramos, who we've seen get flustered by both workrate and size advantages before. Fenech's chin was proven enough in his career (namely fights with Nelson, Villasana and Callejas) to where I don't think Ramos is gonna be the one to crack it. TBH, I unironically think Ramos vs Villasana is a better fight. Fenech commanding UD, or perhaps late stoppage.
I would agree with Fenech by UD, but the I wouldn't count the Ramos from the Moore fight out. He was very physically imposing, and was an excellent counterpuncher - certainly a few levels ahead of Callejas and Villsana in terms of skill and talent.
