I find Camacho quite overrated. Freakishly talented, but basic and easy to dissuade. I'd take quite a few over him at 130, and lots 135.
Yeah I was about to say Camacho. But you've nailed it...an absolute freak talent but let's say this:- who is the best fighter to ever evidently duck Camacho? Cos Mark Johnson's is Johnny Tapia. Camacho can't say he ever had anyone that good run not once but twice from him. Johnson was a black fighter in divisions not traditionally occupied by those, especially African-Americans.
Johnson is without question the greatest Black American fighter below 118. Unless I'm missing someone, Johnson and Jeff Chandler are the two greatest African American fighters below 130.
Johnson is on his own down there. Tapia would rather fight , well, everybody else than fight Mark.....
Stevenson is probably too green below 130 to pick him over prime McGuigan. Will he peak higher than McGugian at 130? Very probably.
Camacho is the greater fighter but I consider Johnson as the more skillfull boxer, who just has more offensive variety despite his slower footwork. Johnson hasn't beaten anyone that's on the same level as Edwin Rosario or Jose Luis Ramirez, let alone Mancini (and no I don't count wins over an old SRL or Duran).
