Nah, I got caught and took the rap. I'd stolen hundreds of things from there before and got cocky.

 

It would be quite easy to make that much more difficult, even for well connected people. I'm not a security specialist but i've worked in IT for many years. Not only are databases secured with different levels of access, they can record who has even looked at any particular record. If you look up the name of somebody you better have a valid reason. If not, grounds for termination. People have been fired from banks as there are nosey employees who might want to see how much money their neighbor has in their account. You could take this a step further and have all records locked unless there is some form of official request/work order to view the information. Now of course that could be a pain in the ass in many circumstances and every organization's network and database system is not the same. It's just a broad example of how to prevent such easy access for all manner of bad actors.

To have a system where anybody with 29.95 or something being able to perform such lookups is ridiculous and clearly 100% profit driven.

Regards your other points, yes, I agree, coming up with a fee and basically finding out the last time a lad wiped his ass is indeed outrageous.
