Guess i would have to see it implemented. While it obviously would favor the attacker if the rule is too liberal the entire defensive lines might fall back even further.

Even though they're not mutually exclusive i wonder if it's more arrogance or incompetence situations like this. I believe it's arrogance. In their mind they're actually doing a great job and everybody else but them is a problem. Therefore since they're doing a great job the only thing that needs changing is the people below them in whatever capacity. They are unwilling to make recommended changes because they are actually afraid of them being successful. It would be an affront to their ego if success came about by ideas which didn't fall in line.
