The reason Floyd will be favored is because by coming back he is still the best fighter in the world. Pacquiao never beat him to take that spot.

Not to mention Floyd is better than Pacquiao in every aspect. However Pacquiao will be a tougher fight now than a couple of years ago.

I can see how people would pick Pacquiao to win or to be the favorite. I just don't think Pacquiao has ever beaten a guy as good as Floyd.
