it is if you base it on achievements. Everyone has their own set of criteria. Freddie has given more weight to ability, as opposed to the results that prove that ability. He's put Andre Ward there....on achievments thus far, we know that is absurd. However, say Ward proves himself in the super six, then he could find himself pretty high up....not because he is a notably different fighter to what he is now, but just because he's got the results to back it up.
amir khan should not be in any p4p list. someone who runs from kotelnik and who recently got absolutely iced by a non-world class boxer cannot be top 10 p4p. top 10 p4p in a few years, maybe; now, no way.
