Pac over Cotto. Put it this way, otherwise you'd have to rank James Toney's accomplishment above Pac's too.
If this had been Pacquiao's first fight at almost-welterweight, it would be him without a question. However now he was a real, full-sized fighter in there and his victory was expected. Because of this I think Jones' win over top-5 contender equals Pac's win over top-3 challenger. Historically, of course, PacMan has done much more

Toney was stripped of the win. He does not hold a win over Ruiz. Either way, Pac over Cotto. The DLH and Hatton fights got us used to the idea of Pacquiao beating bigger guys so there weren't as many questions marks as there were surrounding Roy/Ruiz. Cotto is just so much better.
You must be pretty naive if you think roids doesn't help a boxer. I sparred with a guy who did roids and he was immensely stronger and more powerfull than before
As much as I lke Ruiz, Cotto's a far better fighter than him. Still, RJ was more outsized than Pac was, but overall, a slight edge gotta go to Pac on this one, but career wise, it's not even close unfortunuately
steroids *probably* turned manny pacquiao from a damn good featherweight with unbelievable tools, to an ATG. almost all professional boxers use steroids, and if i ever seriously get back into it so will i. and roy over ruiz is a bigger accomplishment, fighting someone who is actually way bigger than you is much different than fighting someone with a bigger frame who weighs the same as you. plus ruiz was tough as a motherfucker.
