No matter what numb injections are legal and where, Pacquiao-Mayweather was never taking place in Texas. I didn't buy Arum's shit for one second. This was a Vegas fight all along. Too much money that the casinos (MGM Grand) can afford for site fees. When Jones was willing to pay large amounts, the MGM Grand would simply outbid them. They probably make it pretty easily from degenerate gamblers. Kind of stinks, I like it when fights take place in big arenas.
