Actually I think the reason Naz never came back is because he had no motivation to do so. He was a multimillionare before he even started his American fighting campaign. By the time he came here he was probably just fighting for his legacy and his rep and probably really believed in his mind he was pretty good. Once he lost he had no motivation to come back and a financial need certainly wasn't there, so he quit.
One could see it that way except for the fact that he said, in the Barrera post-fight interview, "Oh we DEFINITELY have a rematch clause", and then he did nothing about it. He waited for over a year, and then he fought no-name Manuel Calvo. Barrera took his heart and Hamed knew he couldn't beat him.
