I think they are, I mean if you dominate a division for a decade how can you not be? I really do think both Klits give any all time HW a hell of a fight and win a fair share of them too.

Neither Klit is the best in the division though, each basically only rule one half of a shitty division. It may not be their fault but it has to count against them no matter what ( though the ''my brother already beat you I don't have to fight you'' mentality is their fault and makes them literally scrap the bottom of the barrel to find a contender neither as fought instead of fighting more legit guy's their bro beat ).

Plus, they didn't fought 3 of the top 5 contenders of their era when they were revelant ( Valuev, Ruiz and Rahman ) most of time, because of their own damn fault

Depends what 'all time great' means, i guess. But to me anybody who dominates a division, however weak, for a full decade definitely qualifies.
