We do not know this to be the case. Goodell is adamant that nobody has seen the video in the NFL and has even hired the former FBI director Robert Muller to look into it. He also said the owner of the Giants and The Steelers together will be overseeing the investigation. Either way, Goodell should not suffer the same fate as Rice has suffered.
if goodell didnt see the video it was because he didnt want to see it and thought it wouldnt surface. they surely could have had access to it. i dont really give a fuck but when they gave rice a harsher penalty it was clearly only because of the public backlash. goodell is just a hypocritical asshole so if he is removed another commissioner could do a better job. david stern was by far more diligent.

And here's the thing...they know exactly who the other person was acknowledged receiving the call is. They won't/can't release that info now but they know. Goodell is looking very much like Richard Nixon right now. The way he answered the question was slick, "to my knowledge no one in this office saw the video." Gives him wiggle room, but doesn't pass the smell or common sense test.
