I originally thought (and I swear I heard the Fury's say this), that the Glazkov fight doesn't bring enough money to the table as they want the biggest fights possible from now on. So being stripped is of no concern to them. But still, it doesn't make sense what the IBF has done.

 

To pick up sanctioning fees. If Wlad is stripped before the fight they get nada.

 

What is the exact requirement by any of the four major governing bodies in boxing which states that a professional boxer, after winning one of their sanctioned-bouts, has to:
a) give a verbal agreement to defend within a certain time-period
b) sign an agreement to defend within a certain time-period
