147 doesn't make much sense. Philips never did anything at 147 besides lose to Quartey and Forrest, and Garcia has YET to do anything at 147. So really, it should just be a question of who wins at 140. And I'd take Philips. Cool Vince's performance in beating Tszyu trumps Garcia's performance in beating Matthysse. Garcia would NEVER EVER beat any version of Tszyu. I think at his best, Philips was a better fighter than Danny Gift and would beat him clearly.
I cannot see "Stiff" winning this. I think Cool Vince could snort a line or two, minutes before hitting the ring and still take Garcia out in style.
