I think Torres was better, although I find both overrated. I think the Tyson-esque pressure, head-movement and counters would be enough to compensate for Scott's strength advantage. Torres, while losing these fights, dealt with Tiger's strength advantage quite well, he just didn't throw enough like he did vs Cotton or Pastrano. I think if Torres isn't gun-shy, and is prepared to let his hands go, he wins a war. If not? He loses a slightly worse war.
I find Scott overrated. Torres in most cases is underrated. So underrated in fact I forgot to include him in my top 10 PR list I made last month. Not sure how he slipped my mind . I think Torres is in a bad spot history wise because his legacy not only lives in the shadow of his countrymen Gomez, Benitez, Trinidad, Cotto... He also lives in the shadow of the D'Amato peek-a-boo greats, Tyson and Patterson. So, he's in a tough spot and I think he gets sold short as a result.
