Benitez was marginally better and greater IMO. Better wins, better skills, more talent. Not quite as tough, nor as well suited to longevity, but few are when it comes to Pedroza.
I don't think there's a big gap in greatness. But yeah, Benitez has it there - his much bigger wins overcome Pedroza's longevity. In terms of "better", I think Benitez on his A-game was better. Not a huge gap there either, as Pedroza was an outstanding fighter, but Benitez at his best was a better fighter.
