It is very difficult to pick a fight with the guys like Ike Williams who had well over a hundred fights and who in his prime fought the best all the time, winning and losing some. That's because you can find the evidence to support any pick. Losing fights didn't mean as much back then so a single loss shouldn't be held against a guy very much. By the same token, a single win doesn't mean as much as the ones scored by Leonard or other later guys. Trying to make a pick, I believe Ortiz was bit more the intelligent fighter with the greater variety of skills and he'd win a good one
Tough to pick between these two very well-rounded and versatile LW legends. Williams was a bit taller/rangier and a quicker and sharper puncher IMO, and based on that I'd give him the edge. But it's worth noting that Williams was stopped a couple times by stronger fighters who worked him over at close quarters (i.e.: Montgomery, Angott) and Ortiz was both a strong infighter and good bodypuncher.
I'd favor Carlos by close decision. Some days I feel like Duran and Whitaker are the only two lightweights who should be favored over Ortiz.
I'd also take Ortiz here. More consistent, and smarter to boot. I think he'd nick a lot of close rounds by being the one in control and landing hard to the body.
