If i had to guess it's because it's not prestigious enough to them. The Saudis have spent 100's of millions on a few soccer players simply because they can. If boxing had that kind of esteem there would be a lot more high profile fights held there.

I think in 10 years Saudi Arabia will be huge. Lots of Americans moving there too and find it very enjoyable and mainstream
Please move there for a few months, if you can find your passport, and let us know whether you find your quality of life there "enjoyable". As someone who has visited there several times (sibling was based there), there's only one reason to live and work there unless you're a devout Muslim and it is untaxed income
