Floyd's beaten some big names, but he still hasn't fought THE best fighters in each weight class. Not yet, anyway.

 

Judah was 2 and Baldomir was 1 when Floyd fought them at 147.

Baldomir was THE champ at 147, yes. Being the champ does not always equal being the best fighter in that weight class.

Just look at when Floyd was at 140. Hatton was THE champ, but Floyd was the best fighter at that weight class.
