Depends on whether you think Oscar was THE best fighter at 154, or was he just the biggest payday at 154. Was Gatti the best at 140? Judah the best at 147? Floyd's beaten some big names, but he still hasn't fought THE best fighters in each weight class. Not yet, anyway.
Judah being #2, I don't agree with. I had him below Margarito after the loss to Baldomir. Baldomir was THE champ at 147, yes. Being the champ does not always equal being the best fighter in that weight class. Just look at when Floyd was at 140. Hatton was THE champ, but Floyd was the best fighter at that weight class.
