    Who, at the time that he held it wa the MOST deserving of the title and why?

    I think 'MOST' deserving is going to mean an undefeated guy who looks unbeatable and has beaten excellent competition.

    Top Tier:
    That's going to bring it down to Tyson and Jones, imo, both of whom really did seem unbeatable at their respective peaks.

    2nd Tier:
    Chavez had the near loss to Taylor; Whitaker had Ramirez I (but I can see not counting that); Mayweather has Castillo I

    3rd and lower Tier:
    Toney? No frickin way.
    Oscar? Nope.
    Mosley? Maybe after Oscar.
    Tito? Nope...too chinny and the Oscar fight happened before he went on the tear.
    Hopkins? Nah. Jones fight and his best wins were guys coming up.

    No one separated themselves from the pack like Roy. It's not just that he was better.... he was SO much better than anyone in the game.

    100% correct.

    As much as I "hate" on Roy. He was the only one whose status was hardly disputed when he was #1.

    I voted for Roy, but wouldn't argue with anyone who chooses Tyson.

    Me neither. Tyson WAS boxing when he burst on the scene.

    Most deserving was probably Whitaker after '93. When he beat McGirt for the welter title and then beat Chavez, he declared himself an all-time great. When he followed that in 94 and 95 with McGirt II (which got him an SI cover with the words "The Best") and Vasquez (JCV coming off wins over Castillejo and a young Winky), he was as decisive a choice as there had been since Duran.
