I base this on entertainment value. I put the top dozen morales fights against Pacquiao fights (excluding their trilogy) as far as entertainment value. To be more specific: among elite boxers who has had the most action fights/wars?
Pac was more exciting to watch than Morales. Prime Pac, obviously. Theres something extra compelling and exciting about an aggressive puncher. Morales was no puncher.

absolutely not the only fight I ever enjoyed from him was Kovalev I. And it was only because he lost and got his ass sat down.
Calling ward elite is probably a stretch though. Probably would go with pacman. Had some wars and is as.elite as they come.
Pacquiao and Morales It’s kind of a stretch to call Lamon Brewster “elite”, but he was a HW title holder and contender for awhile. He was probably the most exciting HW of this century.
Excluding the first 2 morales- Pacquiao fights, and other than the 4 fights with marquez i can't think of any other pacquaio war worth rewatching
Your post asks for "best elite action fighter", not who was in the most wars and additionally which ones have the most replay value.
So your choice wouldn't be pacquaio if you had properly understood the criteria? Among elite boxers of the last 25 years, who was the most consistently exciting action fighter based on number of wars engaged in ?

There's Enough Give and Take in Most Pacquiao Fights That Makes Them Rewatchable in REED's Opinion...Barrera I, Diaz, Cotto, Margarito, Bradley I, Thurman... Even His 1-Sided Wins Over Ledwaba, Hatton, DeLa, etc., are Rewatchable...Manny's Aggressive, Athletic, High Volume Manner of Fighting Makes Him Rewatchable and His Power Could END Fights @ Any Given Moment... But it isn’t like elite fighters usually have a large number of great wars anyway. The JMM and Morales fights alone already put him pretty high up there along elite fighters for really good, competitive, two-way action fights. He had a good number of action filled beatdowns as well (Ledwaba, Barrera 1, Morales 3, Diaz, Hatton, Cotto).
The morales fights are obviously excluded when comparing both fighters resumes of wars. I havent ever rewatched any of the aforementioned pacquaio fights aside from live. Except for marquez 1-4. I may have watched the first bradley fight once on television because I won a shitload of money on it

Personally, I find watching Morales more exciting than watching Pacquiao. I didn't grew up with both of them though, I just got an old Pacquiao, and go back and rewatch them. I enjoy watching Morales' slugfests more. If you look at their careers outside of their trilogy, I think it's clear who was in more entertaining fights. Pac had the Marquez quadrilogy, Morales has the Barrera series. Outside of those four, or three really, since the third wasn't anything special, I don't think Pac had any fights as entertaining as Morales vs McCullough, Espadas I, Maidana or Chavez. Not saying Pac isn't entertaining, he absolutely is. I'm just saying Morales ended up in a lot more great slugfests. Also, he wasn't elite, but he was in the last 25 years: Carl Thompson. Everything he did was entertaining. He could make a good fight with Johnny fucking Nelson for God's sake. Also, Carl Froch and Jean Pascal are up there. Tanaka? Estrada? Takayama? Yaegashi? Rodriguez? Chocolatito? Donaire? Lots of fun fighters at the lower weights.
