Different sanctioning bodies have different rules. I don't know who has been the supervisor of that bout, but I believe all the major sanctioning bodies have ten point must system these days

Sounds like one of those quickly aborted experiments in new scoring systems that pops up every couple of years in one state or another. TBF, I do think there's room for some more subtlety in scoring - more gradiation between a round that guy A pips and one guy B dominates, particularly. While we're on the subject I'll just reiterate that I think a KD should be worth ONE POINT, not an automatic 10-8 round regardless of the context of the round it happens in.

It happens every single time. Invariably. As an example - the knock down in Vargas-Mayorga where Vargas was clearly winning the round then got flash KDd on his bum at the end of the round. I scored it 9-9 (10-9 vargas with the 1pt deduction for the KD), it was universally scored 10-8 Mayorga which was effectively a three round swing for a flash KD.
Argentina does the 1/2 point thing. From what I can tell, it doesn't make for fewer draws or better decisions. As a side note, the announcers on TyC are almost always in line with the winning fighter.
