No, it's not. Clayton Bigsby aka "The Black White Supremacist" was the funniest Chappelle Show skit. Matter fact - the Rick James bit wasn't even top 5 of Chappelle Show, and is a bit overrated. The Prince skit was funnier.
Yes it is. That good /popular that it's now passed into General Public consciousnes. When referencing Chappelle's Show, it's universal that a quote will usually be: "Cocaine's a heluva drug" "Fock yo couch, nigga, fock yo couch'" "He's a habitual line-stepper" "That ring...was imprinted on that black head of his...for a week" "The milk's gone sour!" "They shoulda never given you niggas money!" "Unityyyyy!" There's so many classic quotes / scenes from the Charlie Murphy / Rick James sketches that it makes everything else irrelevant, shit and forgotten-about. Like the two sketches yoube laughably names in an order to appear 'cool' or 'individualistic'.
The Rick James was definitely the best skit of all time. IMO. 2-3 days after seeing it I would start snickering just thinking about it. For me no skit has ever come close to having me do that, not even the Prince one which was actually more entertaining than funny.
