I wouldn't say so no, he was ranked highly and in title contention for most years of his career. I won't profess to be an expert on it's trajectory though. Gotta be a top 10 175lb great though. Went 1-3 with Archie Moore, holds a SD over a past peak Ezzard Charles and also beat Jimmy Bivens & Doug Jones. An absolute golden era for lightheavyweights. Johnson is one of the most skilled fighters that ever breathed... He was vexed somewhat by Archie, but his overall body of work is outstanding... If you were a top ranked guy between 170 and 190 pounds between 1950 and 1965, you fought Johnson and you probably lost
Incidentally, that Pastrano fight was very controversial, scorewise... a lot of folks still think Johnson should have gotten the nod... Pastrano was a dancer all the way, jab and move all night, never committed to anything he didn't have to and Johnson was forced to be the aggressor, which was not his forte
