Physically he hasn't declined any more than Floyd has, but mentally he doesn't have it anymore. He has a style that kind of relies on going balls to the wall, something he wasn't prepared to do against Shane or Marquez, and IMO something he'll need to do to beat Bradley.
I think you're right about the mentality change but Bradley will at least "bring it". Pacquiao at this stage needs somebody in his face before his fire comes out. It showed against Margarito and Cotto but not against Clottey or Mosley. (until the BS knockdown)
