Tough to say. Carr is the only quality 90s welterweight Brook might beat, cause he sure as Hell isn't beating Trinidad, Ike, DLH, Whitaker. I would still say Carr, but it's close. Nearly a 50-50 fight.
I’d take Carr. Brook can beat Campas. I see him losing big to Forrest and Mosley as well, obviously. Even guys like Mayorga and Margarito would also probably be too strong for Brook.
