after whitaker beat jc vasquez, merchant asked him if he was willing to stick around at 154 and fight norris and whitaker said no. i think norris would've whupped his ass.

Better men, POUND FOR POUND perhaps but not better men when you consider Norris' size as well as his skills. Pernell is too small and doesn't hit hard enough to accomplish anything with Norris.

Yes but not a Junior Middleweight with the combination of physical attributes Norris had. Vasquez could be outboxed - he lost plenty rounds to plenty fighters, and equilized that with his physicality. Snake venom to a mongoose against Pernel. Meanwhile Norris rarely lost rounds but basically lost fights when another guy could hurt him and KO him. A mongoose against a much bigger but shitier mammal, here. Maybe a stupid inbred dog or something. He probably makes it a good fight, but the mongoose struggles.
Whitaker absolutely had enough pop to hurt him, absolutely 100%... furthermore, he had the skills to get the punches to the target Norris gets far too much credit for looking good against horrible or shot, undersized fighters (and not always looking good at that)
