I would favor Benitez but its pretty harsh to call Norris a fraud. His quality of competition wasn't the greatest but he was a legitimately talented guy who on his best day can give most 154 pounders a tough fight, win or lose. But yes, I think Benitez is the better boxer and after taking a few rounds to adjust to Norris's hand speed, he'd slip and counter his way to unanimous decision.
