In fairness to the scum, they did actually come very close to winning the Prem in the pre-Abramovic era in '99 with the team of Zola, Vialli, Wise etc. In fact if my memory serves me correctly they actually had it in their own hands with something like two weeks to go but blew it by losing to Arsenal and West Ham. Apart from that season though you're right, they were always considered more of a cup team.
