Norris is right behind them in that group IMO. Sure, he was better than them, but he was almost as quick and still never elite.
That's just ridiculous. Terry Norris was an elite fighter. He wasn't an ATG, but he damn sure was elite.
In my head elite =/= ATG. But even if you don't agree with that, Terry Norris still wasn't on the level your stipulating. The guy got KTFO by an old, small Simon Brown. Almost got knocked out by Troy Waters. His top five wins reads like Old Folk's Register and literally the only time he fought someone good who was his own size, he lost in two. That's not elite, no matter how cool the style looks.
He gets a pass for Jackson. Losing to the biggest puncher who ever lived is no shame. Brown 1 was a black mark, but he did 12-0 Brown in the rematch. If your "elite" definition is ATG, then Norris isn't elite. But by that definition, there aren't many elite fighters today. Norris controlled a division for the better part of a decade. He was elite.
Interesting thing about Norris is he really wasn't that good of a boxer. He had those deadly combos but his defense was crap and he was always going at full speed. He wasn't good at "living" in the ring. And yet, he wiped his ass with many a challenger.
Norris looked "terribly" fast when he fought SRL, Curry, and Meldrick Taylor. Granted those guys were not the same as they were at their best but he wasn't far behind in handspeed compared to them.
