    I do not believe it will be Jamie as he loves her too much. The prophecy states that the young sibling will kill her, but people read it as 'the younger brother' which is not the case. It can be (A) Tyrion returning to repay her death debt as she wanted him dead (The Lannisters always pay their debts) OR...the young sibling could be...Arya Stark! The sibling doesn't have to be Cersei's sibling and Cersei is at the TOP of Arya's killing list!
