    Not saying one or the other, just throwing this out there.

    Foreman
    - For: Stronger opposition during prime years, two time heavyweight champion (20 years apart), longevity.

    - Against: Brief title reigns, most of his opposition in his "second" career would put Louis' "Bum of the Month" club to shame. Embarassing loss to Jimmy Young prevented him from avenging his previous embarassing loss to Ali.


    Holmes
    - For: Second-longest reigning heavyweight champion (behind only Joe Louis), longevity.

    - Against: Reigned during one of the weakest heavyweight eras in history, avoided (whether his or Don King's doing) some challengers during reign and didn't rematch close/controversial wins (Tim Witherspoon, etc.)

Especially considering how many professionals these guys beat. And like Roy they didn't just beat the guys they showed that the other guys had no business being in the ring with them.     holmes was the greater heavyweight than foreman by all standards with an exception of who had the best name on their resume.
