Excessive holding should be penalized more in boxing.

Holding should be used when you are hurt, but it shouldn't be used as an actual strategy a la Ruiz, Hatton etc.

Boxers don't 'mail it in'. And any that do aren't going to be affected by some bullshit draconian rule like you're asking for.

Now, giving a bonus for certain results could work and that's not so different from what you are asking, but I wouldn't expect it to make much of a difference, anyway, especially at the upper-levels. I might be wrong.
