They should be favored against anyone who ever lived except Lennox.
The best Bowe, Ali, Foreman, Tyson are all going to have wins against them, but I think the Klitschkos are beating all of them more often than not.
Vitali has dominated the piss out of everyone he has fought.
Wlad has the chin/stamina issue that he has apparently fixed and while he is more beatable than Vitali, he's also more fluid and offensively capable to make up for it.

But hate away and call the era weak. Fact is, the heavyweights will never get back to a "strong era" until we have parity like we've had in other eras. Then the guy who runs the gauntlet with the least amount of damage gets anointed as a great heavy. If he's an American that is. Otherwise, it will still be a weak era.
