I don't think you need to have experienced that to understand what the characters are about. They were picked on for being ''social outcasts'', for being ''nerd-like'' and the usual other stereotypical traits that go along with being a ''geek''. Henry Bowers was a racist and had psychological problems and it didn't help that his father was mentally ill; the apple doesn't fall far from the tree. But the bullies are the usually always the one with the problems in the first place and Bowers saw the other kids as inferior to him, but it was really the other way round.

don't think you have to have been bullied to identify with the outcast kids in movies...I think that's what being that age feels like even if you're in with the main group. There's always the bigger kids to be wary of, the frustration of everything, all the places you can't go, the arbitrary hellishness of school, the seeming inexplicability of your parents. Even without objective problems just being alive at 14 feels like a problem

So, the these aspects, weren´t a metaphor for Pennywise to play on (and take it to the extreme levels) their fears as being bullied, outcasts or scared?

Why was it only these kids who experience the fears which manifested themselves as Pennywise?

The kids have different fears and they aren't really to do with being bullied.

Kids are easier to manipulate and scare and frightened flesh tasted better.
