If Puerto Rico is at the top of the list then the Phillipines must be right behind it because you are basing the list on fan support for native fighters.

IMO, that's not true boxing culture. Boxing culture to me is how many fighters a country produces and how boxing as a whole, not just one fighter is treated in their local media.
