Changes to AIBA scoring system coming

The much-maligned International Boxing Association (AIBA) electronic scoring system now being used in amateur boxing, is to undergo substantial changes in 2011. It was announced at their 2010 congress that was held in Almaty, Kazakhstan, last month.

Following a long and comprehensive review of the existing system, details of a new scoring system were presented to the congress by the chairman of the AIBA's Technical and Rules Commission. The proposal was accepted by the congress, and it has been agreed that a new scoring system would be implemented early next year.

Scoring in amateur boxing has had a controversial history and came to a head in 1988 at the Seoul Olympic Games, when American boxer Roy Jones was beaten in the final by a Korean boxer. The general feeling, however, was that Jones had won easily and that the decision against him was unfair.

Under the rules, however, the decision could not be altered but it became a catalyst for change. New ways of scoring, designed to remove what some persons perceived as either dishonesty or incompetence by some judges were examined, and the previous manual scoring system gave way to electronic scoring. Under this system, the five judges are given key pads with blue and red buttons by which they register scoring blows during the contest.

For a boxer to be awarded a point, however, three of the five judges have to record the scoring blow within a time period of one second, and this has proved difficult, leading to controversy and calls for change. The chief complaint has been that many scoring blows are not being recorded, and this has raised questions about the accuracy of some decisions. Various new scoring methods were therefore examined over a period of years, and a final decision for a new system has now been made.

The full details will not be made known until early next year, but it has been made clear that the requirement for three judges to hit the key pad within one second for the boxer to score a point will be removed. The judges will now score all legal and effective punches as they see them, and these will be taken into account individually.

The lowest and highest scores by the five-judge panel will be removed from the mix and the other three scores will be used to determine the outcome of the contest. It has also been decided that the scores being made public after each round will be discontinued, as this has led to coaches and seconds encouraging passive defence when they know that their boxer is ahead, particularly in the last round.

Tests in selected competitions will be carried out throughout 2011, and the projection is that the new machines and scoring system will be in full use in 2012.

The president of Boxing Canada says having his sport knocked out of the Canada Winter Games is â€œa travestyâ€ that will thin the fan base in British Columbia in four years' time.

John O'Shea said when he learned of the decision from the Canada Games Council he felt like a fighter who is disqualified without a warning.

â€œThey knew, the Canada Winter Games people knew. Why didn't they write and tell us why we're out,â€ he said in an interview of the decision taken last fall.

â€œWe weren't forewarned it was coming down.â€

He contends that when the Games shift to Prince George, B.C., in February 2015 there will be disappointment among fans of the sport.

â€œWhen the people see this they're going to be wild. ... As far as I'm concerned it's a travesty,â€ he said.

The final punches in boxing will be thrown Friday night at the Halifax Forum when the medals are handed out.

Council president Sue Hylland said the decision remains final until boxing improves its results on a confidential scorecard the council uses to choose which sports participate in the event.

Both the council and Boxing Canada declined to release a copy of the scorecard and supporting documents that led to the sport being dropped.

Hylland said the decision that decided the fate of boxing was the result of an open and fair process.

â€œWe have more sports vying to be on the program than we can possibly satisfy, and as a result we have to be as open and transparent and as objective as possible ... in sports selection,â€ she said in a telephone interview.

She said there's an assessment that takes place for all sports in the Canada Games before each competition.

Boxing ranked â€œlower than middle of the roadâ€ in a priority ranking of Canada Games sports by provincial and territorial sports bodies, she said.

The council also uses a federally created â€œexcellence rankingâ€ that includes a consideration of how the sport is performing in international competitions, she said.

â€œThis is where boxing did lose some substantial points,â€ said Hylland.

â€œBoxing used to field full teams (at the Olympics). You could almost guarantee medals. You look at 2008, we had one athlete on our Olympic team.â€

The sport also didn't fare well in an evaluation of its coaching training programs, added Hylland.

O'Shea said the problems could have been overcome if Boxing Canada had known before the fall of 2010 what criteria it had to improve on.

He argues the sport deserved a second chance, given it had helped build a fan base for the Games with packed houses since first bringing young boxers to competitions in 1971.

â€œLook at this venue,â€ he said this week, gesturing at about 1,200 fans in the Halifax Forum.

â€œIt's packed to the rafters. ... It's a major sport with a huge following and to keep us out is an injustice.â€

O'Shea believes the Games will lose ticket sales equivalent to men's hockey â€” the other big draw for spectators.

Hylland said boxing can improve and reapply for future Games.

Plans are underway to improve the sport, said Robert Crete, the executive director of Boxing Canada, the governing body for about 6,000 amateur boxers.

He said the sport will improve its chances by sending more competitors to national championships, stepping up its training for coaches and creating a program to develop potential international competitors at a young age.

â€œThe sport must also revamp its national certification program, with plans to train experts who will train the coaches to meet national standards,â€ he said in an interview.

Some won't shed any tears if the sport is permanently dropped.

Angela Schneider, a professor of kinesiology at the University of Western Ontario in London, has written academic papers arguing that boxing shouldn't receive public funding.

She accepts the sport has tightened medical oversight and altered rules to avoid concussions, but she still has some doubts of its value as a marquee sport.

â€œI had concerns on whether or not they had managed to modify the sport sufficiently to deal with the issues the medical professionals had raised,â€ she said.

Crete counters that the sport has taken huge steps in all areas including safety, and will bounce back, overcoming critics and restoring past glory.

INTERVIEW-Boxing-Olympic amateurs may ditch headguards post 2012

SCORING MANIPULATION

Wu said AIBA had devised a new electronic scoring system to replace the one used at the 2008 Beijing Games, where there was fear that members of the organisation or competition officials had tried to manipulate bouts.

The new scoring system - which isn't defined or specified in the article - will be in place for the next Olympics. I think it's the changes that have been talked about in the past.

The headgear won't come until after the review, which won't take place until 2013.

Great Britain's boxing set-up for the London 2012 Olympics has delivered the devastating news that Rob McCracken, head coach and performance director, has had his licence revoked with immediate effect by the amateur code's world governing body, AIBA.

AIBA have told McCracken, who has been in the job since November 2009, that due to his professional links with Carl Froch, the World Boxing Council super-middleweight champion, he will no longer be able to take part in AIBA-sanctioned events.

Those include Olympic qualifying events, the World Championships and the Olympics themselves in London next year.

In spite of McCracken having been in situ as GB amateur head for 16 months, AIBA claimed yesterday they have only recently been made aware of the link. GB officials are claiming that the rule was created on March 24 this year, but AIBA insisted yesterday the rule has been in place for some time.

AIBA claimed they had invoked a constitutional rule but later contradicted themselves when a spokesman for the organisation admitted that the rule change had been made last month.

It means that McCracken will be barred until he surrenders his professional coaching licence, plus a six-month ‘cooling off’ period before he can reapply to be reinstated. However, the rule change by AIBA just over a year from an Olympic Games seems illogical.

McCracken was not available for comment but a British Amateur Boxing Association official said: "We are very concerned by this development. It could have a serious impact on our boxer's prospects at the world championships later this year and the Olympics in 2012."

As revealed last month, King has been at loggerheads with AIBA following an aborted attempt last year to replace powerful AIBA president Ching-Kuo Wu, from Taiwan, who is also an IOC member.

Wu had threatened last month to ban English boxers from amateur events due to an ongoing disciplinary hearing against King.
